All the content under “Configure your featured publications…” could be moved to the chapter on Portals.
I don’t love the ‘Configured your Featured Publications’ framing. Those instructions will help you do more than just configure the featured publications, you’re configuring what content appears in the portal as a whole. I’d prefer something like, “By default all of the content from the projects associated with a portal is visible through that portal. We can configure the portal to include only specific publications using metadata filters. For instance, you might only want to display maps as publications, not individual topics. Here’s one way you could set that up.” And go from there. If you’d rather put that in its own dedicated topic, that’s fine too; just have a sentence saying by default everything’s in the portal, and to filter see [filtering with metadata].

Configure the "Featured Publications" using Metadata and Content Filters

By default, the Featured Publications section of your Portal home page will display both topic files and ditamaps. We can configure the Featured Publications section to only display ditamaps, by adding metadata to ditamaps and then adding a matching Content Filter.

Open a project associated with your Portal. Select the ditamap, and then click the Metadata tab. Click the Add + button and add portalVisible with a value of true. Repeat this step for any other ditamaps you wish to add to the Portal.

Navigate back to your Portal's Admin page

What do we want to call this?
by clicking the Portals button on the right, and then clicking the name of your new Portal. Click the Content Filter tab. Add a Content Filter for portalVisible matching on a value of true.

Now, if you refresh your Portal, the Featured Publications section should only display the ditamaps who have the Metadata portalVisible = true.
